While baby birthrate is declining extremely fast in Singapore, and Singapore Government is trying all the best method to have their Citizen to mate and to breed to increase the population… on the other hand, registering their kids to school is another story and pretty so much hassle to go through, it is so ironic, isn’t it?

Primary 1 registration in Singapore is going the phases, like stated in Singapore’s Ministry of Education website:

Category 1:
Children who are Singapore Citizens or Singapore Permanent Residents

Phase 1:
For a child who has a sibling studying in a school of choice.
All children registered under this phase will be given places in schools.

Phase 2A1
For a child whose parent is a former student of the school and who has joined the alumni association as a member not later than 30 Jun 2007; or whose parent is a member of the School Advisory/Management Committee.

Phase 2A2
For a child whose parent or sibling has studied in the school of choice; or whose parent is a staff member of the school of choice.

Phase 2B2
For a child whose parent has joined the school as a parent volunteer not later than 1 July 2007 and has given at least 40 hours of voluntary service to the school by 30 June 2008; or whose parent is a member endorsed by the church/clan directly connected with the school; or whose parent is endorsed as an active community leader.

Phase 2C
For a child who is ineligible for or unsuccessful in earlier phases.

Phase 2C Supplementary
For a child who is unsuccessful in gaining a place in a school of choice at Phase 2C.

Category 2:
Children who are not Singapore Citizens or Singapore Permanent Residents

Phase 3
For a child who is not a Singapore Citizen or a Permanent Resident.

Can’t you see that… even for their own Citizen’s children, they have to go to the phases, plenty of hassle they need to go through to register their children to the school. Forget about favorite school, even for normal government school, they are splitted into 3 phases, and most family with first (and only child) will always fall to the 2C phase and they are considered the “ineligible for or unsuccessful in earlier phases” – aka. looser.

Again, Government is extensively trying to have their Citizen to mate and to breed, while those who has kid will face plenty of difficulties in all way of their child’s life… from high cost of living all the way to even registering their kids’ to school.

Phase 1: most of the family in Singapore either only have 1 kid, or none at all.. those who has only one kid they will never be in this phase definitely.

Phase 2A1: even though their parent is alumni of that school, but who will have time to join the association long before they even plan to have kid, or having kid by accident?

Phase 2A2: looking for a job as staff of that school? yeah.. nice try.

Phase 2B2: this is where parent will need to do voluntary jobs working without pay for at least 40 hours in the school they want their child to study at, can you believe that, even the parent needs to ‘begging’ to offer to work without pay, just to have a place for their child.

Phase 2C… this is where all the flocks comes in.

So can you see, even for the distance to school is NOTHING to compare to those above requirements, in other word in here there is a legalize ‘CONNECTION’ – what in neighbouring country knows well as ‘Collusion and Nepotism’.

Can you see that, even their own local Citizen is complaining with the ‘CONNECTION’ kind of system in registering their kids to the primary school.

Ironic, Government is even trying extremely hard to boost baby birthrate to have more baby born in Singapore, while the existing system after the baby born is another kind of story and hard to understand.

Even for the ChildCare, Government provide further enhancement in subsidy for ChildCare for Singapore Citizen parents for their children, but the fact is, registering to ChildCare, they have to take the ‘queue’ number, even that is 6 months in advance… meaning their baby even still have NOT even born yet, the parent needs to take the queue number, impressive! Pretty good business booming in Singapore, isn’t it?

Again, boosting in a very impressive ways by directly head of the country who is managing this country, will still NEVER get enough when the existing system after the baby born, parent will face plenty of hassles to raise up their kid(s) in this country.

So now… back to natural, it’s your choice whether to have baby and to contribute to increase the Nation baby birthrate or to keep your lifestyle as it is and let any of the carrots stick to the dried-ground.
